Dear Mr.Wellesley:-
Since I had the pleasure of seeing you last Friday respecting the proposed negotiations between the Eastern
Extension and Great Northern Companies and the Chinese Telegraph Administration, I have conferred with Mr.Suenson and my Board on the subject with the following result,
In view of the altered situation since the Joint
Instructions were given to the Companies' Representatives in
China, and to your representations thereon, the Companies will
take no action towards obtaining a prolongation beyond 1930 of their Monopoly in China, so long as the International Consortium as now constituted is maintained, and exercises the functions
for which it was established,
The Companies' Representatives in China will be in-
structed accordingly,
